River waters down South have been rising for weeks. Up North, in Wisconsin, embattled Gov. Scott Walker appears to be still soaking in hot water. Earlier this year, thousands of state public employees stormed the Wisconsin capital protesting Walker's move to cut benefits in an effort to reduce an intimidating deficit. The standoff lasted days. In late May, the rookie governor suffered another character hit when a report released by the Wisconsin Public Interest Research Group (WISPIRG) claimed four new highway projects went against everything Walker campaigned for back in November 2010.
