This paper describes research to develop an appraisal procedure and guidelines for Travel Behaviour Change projects to be used by practitioners in New Zealand. The aim was to increase the level of consistency within and between appraisals of projects by considering the framework under which such packages of projects are assessed and the associated benefit values used in the analysis. An economic evaluation procedure based on social cost benefit analysis was developed that is consistent with Land Transport NZ's funding allocation process and is evidence based, yet is simple to understand and apply, and involves an analysis effort that is in proportion to the scale of the proposed projects. The evaluation procedure includes three main benefit categories: benefits to travel behaviour changers, resource cost corrections, and externality benefits. These are discussed. In order to quantify the benefits associated with a project, estimation is required of the likely impact that the project will have on travel behaviour including changes in mode share. Default diversion rate profiles (mode share changes) were determined from reported results achieved by Travel Behaviour Change projects in recent years. The paper suggests areas where further research could be undertaken to confirm or refine some of the inputs. A Guidance Handbook has been prepared that provides advice on the preparation of evaluations and funding applications, and design of before and after monitoring programs.
