Née dans le contexte d'après-guerre, la normalisation constituait alors une réponse à des besoins d'économies d'échelle, de diminution des coûts et d'interopérabilité. Puis l'ambition technique des normes s'est accrue passant d'une problématique initiale, une standardisation industrielle, à la prise en charge de l'ensemble des problématiques associées à la présence d'un produit sur un marché donné, en s'élargis-sant, outre la sécurité, aux aspects environnementaux de la production industrielle. Avec l'instauration du grand marché intérieur européen dans les années 1980, la normalisation, jusqu'alors nationale, s'harmonise sous l'action conjointe de la Commission européenne et des organismes de normalisation européens.%Standards were born in the period after WW II in response to the need for economies of scale, lower costs and interoperability. This process's technical scope was then enlarged both beyond industry to encompass all problems related to a product's presence on a given market and beyond issues of safety to the environmental aspects of manufacturing. Given the emergence of the big domestic market in Europe during the 1980s, standards, till then national, were "harmonized" thanks to the joint actions of the European Commission and standard-making organizations in Europe.
