The Glass Packaging Institute (GPI) has released a study that proposes revamping both redemption systems and curbside programs to significatntly increase collection of recyclable beverage containers. The report, which refers to its recommendation set as an optimized bottle bill, lays out a recycling environment that would be almost Utopian in some advocates' eyes. It calls for a deposit system that keeps unclaimed revenues within the system infrastructure and offers consumers redemption services at both depots and retail locations. The report also recommends subsidizing curbside programs and materials recovery facilities (MRFs) to ensure their financial stability.
