Paper straws may be made by a tube-forming process of a narrow paper web for the formation of a long tube which may be subsequently cut into shorter elements to constitute drinking straws. This is the same or similar tube-forming process as employed in the manufacturing of cigarettes. Normally, two thin paper layer webs are laminated to each other, with some offset positioning in the cross-web direction. Thus, the longitudinal edges of each paper layer of the formed tube are adjacent one another in abutment of the edges, but the abutting edges of the two papers are off-set such that an overlap is formed between the two papers of the tube, i.e. the seals are not located at the same place of the circumference of the tube. In this way, a secure longitudinal seal area and a tight tube is formed.
