In late May the BBC reported that it had abandoned its £98million digital production system project and that its Chief Technology Officer had been suspended (BBC News, 2013a). The announcement followed earlier reports that the Public Accounts Committee, the UK Government's "spending watchdog", had criticised the BBC for the way it had managed the project, including the initial procurement process (BBC News, 2013b). Designed to make the organisation's recordings accessible to staff via a desktop, from the raw footage through to the final edit and with archive material, the "Digital Media Initiative (DM) was intended to transform the way staff developed, used and shared video and audio material and was seen as an important part of a move of resources to Salford" (BBC News, 2013b) (its new location in North West England). The aim was to provide a "one-stop shop" for TV and radio producers and other programme making staff.
