The Stuttgart "S-Bahn" (rapid-transit) system entered service on 28 September 1978 and has developed vigorously since then. Running the network is the responsibility of the regional public-transport association (Verband Region Stuttgart), and its policy objective over the 25 years has been not to be a merely passive administrator but a creative organizer. This includes implementing a whole series of measures to improve the situation as regards management and operations, additions to the network and an ambitious, comprehensive ease-of-access programme. It is essential to keep future prospects under review in order to be able to react in time to changes in the demand for public transport and to attain the twin goals of a high-quality service with clear-cut customer benefits and more trains for the same amount of subsidy.
