The government has set up its own rolling stock company (Rosco) to purchase the new 202 diesel units brought forward in the last budget, and lease them to train operators. Once up and running the Rosco is to be sold on the open market (see page 9).rnBut by then, rental contracts will be in place with train operators which the Department for Transport will have set at a 'fair market price'.This appears to be the latest in a series of digs at the Roscos on the part of the DfT, which has made no secret of the fact that ministers believe that the Roscos are making too much money out of the rail industry.rnRental prices are to be set by an independent expert and the DfT will be publishing the results.
