Service planning strategies The example of the Passenger Transport Department of the Swiss Federal Railways(CFF/SBB)

For us, the word "strategy" means a consistent, logically structured plan for achieving a specific goal approved by those in a position of decision-making authority. Strategy must, therefore, take account of the relevant degrees of freedom and the key pre-conditions surrounding any attempt to attain the goals targeted. It may thus be distinguished from visions, which are a potential source of disappointment because of their inability to be implemented in practice.
