The European Investment Bank and the railways: Quid novi?

The European Investment Bank, or EIB, is based in Luxembourg and is an institution that was established by the Treaty of Rome in 1958 to finance viable projects in enforcement of the economic, social and, ultimately, political priorities of the European Union. Viable projects are those that will generate the income necessary to repay the loans granted by the Bank, release sufficient margins to cover its overheads (headcount: 1100 people) and, finally, guarantee its "sustainable" development. Priorities are agreed with the other European institutions, the Commission in particular, on the basis of the general role conferred upon the Bank by the Treaties and by the conclusions reached at European Council meetings.
