Seen as a stop-gap solution pending the introduction of Automatic Train Protection, the Train Protection Et Warning System has outperformed expectations and reduced the risk from SPADs to the level where the additional safety benefits of full ATP do not justify the associated investment. For this reason, the introduction of ETCS Level 2, which provides an ATP function, has had to be justified on operational benefits.
