ORR confirmed on May 9 that Network Rail would be fined £14m in respect of 'a serious continuing breach' of its network licence. This was despite NR's offer to spend the same amount on additional improvements that would have benefited rail users, in mitigation of the fine first proposed on February 28 (RB1313 p1). At that date, ORR said its investigations had exposed serious 'systemic weaknesses' in project management which led to the over-running of three major blockades last Christmas at Rugby, London Liverpool Street and Shields Junction (p2).
