In an interview published on February 22 before First Great Western was declared to be in breech of its franchise agreement, FGW Chief Operating Officer Andrew Haines had warned that turning round the TOC's poor performance would take time. Referring to the ambitions of his predecessor Alison Forster, he told The Guardian 'I will not promise that it will be top of the league next year. It will not be. My experience of business transformation is that it does not happen overnight.'
