Considering the issue of risk transfer in its latest report on the PPP published on January 25, the Commons Transport Committee concludes that Metronet's borrowing arrangements to fund its PPP work programme 'did nothing more than secure loans, 95% of which were in any case underwritten by the public purse, at an inflated cost'. The committee describes this as 'the worst of both possible worlds'.
