Network Rail promotes MML wiring

In the final version of its Electrification Strategy, published on October 28 as part of the Network RUS, Network Rail has added Liverpool - Manchester to its core programme. This did not feature as a core route in NR's draft strategy published on May 15 (RB1342 p1), but was one of the two electrification schemes authorised by DfT in July (RB1347 p1).
