Competition Commission Publishes Rosco Remedies

After a 20-month inquiry into the leasing of rolling stock for fran-chised passenger services, the Competition Commission published for consultation its proposed remedies on December 16. Since DfT Rail first raised its complaint about 'excessive' ROSCO profits to ORR, industry insiders estimate that the government and the railway industry will have spent over ￡25m on advisers.rnWhile the five remedies represent a watering-down of the possible remedies published on August 7, the three remedies aimed at the franchising process are unlikely to be accepted by DfT. The commission recommends that 'where appropriate', DfT Rail should consider increasing franchise periods to '12 to 15 years or longer'. This, says the commission, would provide greater incentives for TOCs to consider a wider variety of rolling stock including new trains.
