￡3m fine for ITPS failings

ORR Chief Executive Bill Emery warned Network Rail on October 27 that a fine of ￡3m was likely to be imposed because of serious flaws in the introduction of the Integrated Train Planning System, intended to replace legacy train planning software. ORR had found this to be a breach of conditions 1 and 2 of NR's licence (RB1374 p7). Problems began to emerge in early March 2010 when operators and NR informed ORR that there was likely to be a delay in the publication of the national timetable due in May. As more serious problems came to light, TOCs found their trains were disappearing from the base timetable.
