ORR has indicated that it expects to issue its decision on applications for WCML track access from open-access operators by the end of December. From the December 2013 timetable change, Alliance Rail Holdings Ltd has applied to operate from Euston to Leeds (via Crewe, Guide Bridge and Dewsbury); Bradford Interchange (via Newton-le-Willows and Rochdale); Blackpool North; and Carlisle (via Barrow-in-Furness).
