IEP alternatives break cover

With a decision on DfT's Intercity Express Programme deferred pending the independent value for money review by Sir Andrew Foster (RBI361 p1), ROSCOs and manufacturers have begun promoting alternatives. Under his remit (p5), Sir Andrew is required to evaluate 'the credibility and the value for money of any alternatives which meet the programme's objectives'.
