EC gets tough over Channel Tunnel access

The European Commission has launched infringement proceedings against the UK and French governments for failing to implement legislation opening up the market for passenger and freight services through the Channel Tunnel. This refers to the First Railway Package (1991/440 and 2001/14) which EU governments were required to implement by March 15 2003.
