It is clear from ORR's HS1 Review 2010-11 published on July 6 that the performance of HS1 Ltd and its infrastructure contractor Network Rail (CTRL) Ltd has been exemplary since a 30-year concession to operate the high-speed tine between London and the Channel Tunnel was acquired by Borealis Infrastructure and the Ontario Teachers Pension Plan in November 2010. The concession agreement requires HS1 Ltd to operate 85% of trains on time. During the year to March 31 2011, when 71 287 services were timetabled, only 306 (0.43%) were delayed by an incident 'wholly or mainly attributable to HS1', says ORR.
