Replace third rail, say MPs

The report of the Commons Transport Committee on the impact of last winter's severe weather, due to be published on May 12, has a clear focus on two issues so far as rail is concerned: top-contact third rail electrification, and the inability of passenger information systems to react to a rapidly-changing situation. Potentially the more expensive is third rail, which Transport Secretary Philip Hammond described as 'unacceptably vulnerable to disruption' in Kent and Sussex in particular, where during the worst of the weather there were instances of trains stranded overnight.
