Reduced institutional complexity and better accountability are essential if the rail industry is to deliver better value for money, according to East Midlands Trains Managing Director Tim Shoveller. Addressing the Railway Study Association on February 2, Shoveller pointed out that rail was in a strong position, with traffic and revenue growth continuing throughout the recession, and passenger journeys at a 90-year high (p1). But the present structure was too complex to allow rapid decision-making and enable the industry to react to changing circumstances.
