Fear of legal challenge slows ICWC extension

Industry insiders report that DfT concerns over a possible legal challenge have been hampering the negotiation of terms with Virgin Rail Group for an extension to the Intercity West Coast franchise. On November 12 RMT had notified the government that it would be petitioning the European Commission over alleged breaches of the Consolidated Directive on Public Procurement (2004).
