HS2 casts a long shadow

Development of the UK high-speed rail network has determined the likely length of the replacement InterCity East Coast franchise due to start next year. According to DfT, a high-speed line serving West Yorkshire could open in 2032-33. Given the likely impact on the ICEC franchise, DfT argues that it would be preferable to avoid a change of franchisee in the years immediately preceding the anticipated opening of HS2 Phase 2 when 'significant service restructuring and investment' will be necessary at ICEC. As a result, DfT is proposing a 10 to 12-year franchise, with a possible extension of up to two years.
