In its consultation document on the variable usage charge and a freight-specific charge for CP5 (p1), ORR reveals that growing experience of operating high-capacity freight wagons has identified increased maintenance and renewal costs for certain types of bridges and other infrastructure assets. According to ORR, renewals costs for metallic under-bridges have been found to increase significantly when new wagon types are operated over them.
