As part of the Periodic Review process,ORR evaluates the Statements of Funds Available provided by DfT and Transport Scotland to support their High-Level Output Specifications.This process compares ORR's assumptions of Network Rail's revenue requirements with the forecasts from the two governments of franchising costs and revenues and the public funding to be made available for the Control Period.ORR's assessment for CP5 (right) shows that in total DfT has a small surplus against its funds available,while Transport Scotland has a small deficit.The extent of the deficit or surplus varies by year.
