There is provision for the framework agreement to be reviewed from September 1 2015. Any changes will be made after consultation with HM Treasury, the Scottish Government, the Office of Rail Regulation and Network Rail itself. Additionally, NR or DfT may propose amendments to this document at any time. ORR may also propose amendments to reflect regulatory change or amendments to NR's licences.
