1. By the end of this month DfT is expected to publish revised franchise payment profiles for all TOCs until 2023, where they are known. Updating information last published in 2007, the table will reflect major changes to the profiles as a result of revised fares policy and track access charges for CP5. 2. ORR and its French counterpart ARAF are to sign an agreement in March governing their new relationship as joint economic regulators of the Channel Tunnel, a role they are to take over from the Inter-Governmental Commission. The change is required under the recast of the EU's First Railway Package, to be transposed into national law by June 16. 3. DfT officials met with Vivarail last month to discuss its proposals to convert ex-London Underground D78 stock into diesel-electric multiple-units (RBI475 p7). DfT notes that Vivarail has developed these proposals at its own risk and that the deployment of rolling stock is a matter for train operators.
