DfT consults on open-access levy

DfT has begun consultation on the introduction of a Public Service Obligation levy for open-access passenger operators. The levy, which would require legislation, is intended to require open-access operators to contribute 'where they are able to' towards the provision of socially and economically-important, but ultimately unprofitable, rail services.
