When the 109th Congress concluded business on Dec. 9, 2006, only two FY2007 appropriation bills (Defense, +4.8%, and Homeland Security, -22%) had been signed into law, leaving funding for the remaining bills (and their respective agencies) on-hold until the 110th Congress convened on Jan. 4,2007. As one of its last acts, the 109th Congress did approve a continuing resolution (CR) that provides temporary funding for the unfinished appropriations bills through Feb. 15th at basically FY2006 levels. Democratic appropriators, who now head all committees following their election victories, indicated that they would quickly wrap up these appropriations in the 110th Congress with a yearlong CR at FY2006 levels, except for a few un-named programs.
