"No games today." Baseball players in Bremerton, Wash., hear those words frequently. The Seattle area gets an average of 43 inches of precipitation annually, more than most other cities in the country. That much rain produces a lot of unhappy ballplayers and an abundance of stormwa-ter runoff. Bremerton is located in Kitsap County, west of Seattle across Puget Sound. Hundreds of local athletes have played at the Kitsap Fair and Events Center, a 35-acre complex with four playing fields, enough parking to accommodate up to 700 vehicles, and a camping area.
