Making Their Communities Livable

We've all visited a city and said to ourselves, this would be a great place to live. But what creates that feeling? What makes any community a great place to live and work? Every decade the Washington, D.C.-based Partners for Livable Communities attempts to define livabil-ity and to select communities that embody their definition. On April 20,2004, they made this decade's selection of America's Most Livable Communities based on factors that include the citizens' pride in their community and willingness to work to protect treasured assets. What group contributes more to this protection than the public works departments? We wanted to learn what part public works plays in the livability index, so we contacted eight cities on the list and found that the pride and willingness to work is certainly evident in these public works departments.
