After 9/11 and Hurricane Katrina amplified the nation's need for secure, reliable and interoperable communications, federal, state and local governments began investing hundreds of millions of dollars in-what was viewed by many as-"arntechnology issue." Officials began building out communications systems that would address their interoperability needs and discovered their biggest challenge wasn't making the technology work. The biggest challenge proved to be developing and implementing an effective governance model, one that could effectively bring together stakeholders from multiple jurisdictions and centralize the funding, planning and support services necessary for implemention.
