Called Out: A Time & Place for Cell Phones

Recently, our agency issued a policy that bans cell phones from the radio room. All of the room's lines are recorded, and we're discouraged from making personal calls on duty. They want us to use the untaped lines in the break room during our breaks. We are trying to convince the director that cell phones are necessary for us to stay in touch with our families in case of emergencies. What's your opinion on this policy?
