Eine Informationsgesellschaft kann nur entstehen, wenn die Informationsautobahnen vorhanden sind, wenn sie nahtlos miteinander verknüpft sind und wenn der Informationsfluss - weil einheitliche Standards vorliegen - funktioniert. Wie ein Organismus wachsen muss, um seine volle Funktionsfähigkeit zu erreichen, so entstehen diese Informationsautobahnen nicht über Nacht, quasi aus dem Nichts, als Mutation. Für die Kommission der Europäischen Union ist die Informationsgesellschaft längst nicht mehr nur eine Sache von globalen Kommunikationsnetzen und neuen Weltmärkten, sondern viel mehr: Sie gilt als wesentlicher Evolutionsschritt in unserer Zivilisation.%An information society can only arise if the information highways are available, if they are seamlessly interlinked and if - thanks to uniform standards - the flow of information functions.
