BPF's final push on planning gain levy

The british property Federation is making a last-ditch bid to improve the community infrastructure levy legislation.This week Baroness Valentine tabled three amendments to the planning bill, which is before the House of Lords committee.The first emphasises that local authorities should take the overall viability of development into account when setting the levy andnot just the rise in land value once it has planning consent.The second tries to ensure that the charges will be incorporated into councils' local development frameworks. This would enable disputes to be dealt with by the existing system of planning appeals.The third requires councils and other infrastructure providers to make a 'best endeavours' commitment to provide the infrastructurethat has been paid for by developers. Members of the House of Lords traditionally do not vote on amendments until the government has had a chance to respond.
