Making Safety a Part of Doing Business

It is unfortunate for today's safety engineer that the frequency and severity formulas were ever invented. The trouble with these two factors is that they have outlived their usefulness. In the early stages of accident prevention, frequency and severity were probably adequate as safety ratings. It is not difficult to see how, starting from scratch, any serious general attempt to prevent accidents would be accompanied by a corresponding reduction in lost-time accidents.
