Navy to crew initial Joint High Speed Vessels with civilian mariners

The U.S. Navy has decided to crew the first five ships in its Joint High Speed Vessel (JHSV) program with civilians. Civil service mariners employed by Military Sealift Command (MSC), which runs the program for the Navy, will crew the first two, and civilian contract mariners the next three.
