Canadian ship operators, even provincial governments, are much freer than their U.S. counterparts to order vessels overseas. In July, Societe des traversiers du Quebec, aft of whose current boats were built ir Quebec, signed a $148 million contract with the Italian company Fincantieri for a dual-fuel, 800-passenger/180-car ferry. Fednav, Canada's largest oceangoing dry-bulk owner and charterer, is also looking overseas, ordering six 35,000-ton bulk carriers capable of transiting the St. Lawrence Seaway from Oshima Shipyard in Japan.
