Low-hanging fruit are straightforward objectives or targets generally pursued by managers, salespeople and, particularly, politicians looking for an easy way of justifying their existence. Critics of the term suggest that, actually, the best place to start picking fruit from a tree is at the top, where it has been exposed to more sun and is therefore riper; fruit lower down the tree has been in the shade and therefore takes longer to ripen. Interestingly, in the management lexicon, there is no "high-hanging fruit" to describe something that is harder to achieve.
