The Conservatives' achievement of an overall majority of parliamentary seats in the May General Election, contrary to pre-election polls, dramatically changed the outlook for personnel policies over the next five years. Many expected before the election that the outcome would be a minority administration led by the Labour leader Ed Miliband. He had promised new human resources policies, such as a crackdown on zero-hours contracts. The Tories' victory, allowing them to govern without the support of the Liberal Democrats, clears the way for them to implement their manifesto promises, several of which contain key changes.
