Advances in procurement and delivery of critical infrastructure

Civil engineers look to continuously improve the way they do things, learning from the past as they move forward in time and performance. This particularly applies to procurement and delivery of key highway and transportation infrastructure. Not enough of this experience is openly shared, but the authors' evidence shows that where well thought out and robust strategies have been put in place and then pragmatically implemented, there have been significant benefits in the delivery of these projects and services. In too many cases significant opportunities have been missed. The most effective delivery strategies are holistic with clear objectives, are simple and pragmatic. Good implementation plans and robust management follow. The author draws on 40 years of experience in the UK mainly in the local authority sector and internationally to focus on key developments that he has experienced in the UK. Case studies are used to evidence some of these changes and benefits.
