Economic Valuation of Human Losses from Disasters

This article examines approaches for the economic valuation of losses attributable to premature and additional mortality resulting from natural and technological disasters. It presents methods and offers a specific valuation of such losses as they relate to the aftereffects of the summer 2010 heat waves and wildfires experienced by Moscow's population. Special attention is given to justification of this valuation, and particular emphasis is placed on recommendations for ensuring that the valuation is correct for Russian conditions. Factored into these conditions are, on the one hand, the deficiencies of the domestic regulatory and methodological framework, and on the other hand, foreign experience in determining the value of statistical life and conducting economic valuations of human losses from premature and additional mortality.
