Gonzales Convention Center-cooled in large part by CPS Energy's coal-fired capacity-John Zachry, CEO of Zachry Construction, announced to the keynote audience that City Public Service of San Antonio had just awarded a contract for a new coal-fired plant to Calaveras Power Partners, a consortium with one-third participation from Zachry, TIC-The Industrial Company and Black & Veatch, with Zachry as the lead. Zachry commented on the recently passed energy bill: "Coal makes too much sense not to be recognized for its benefits," he said. "But every contingency cannot be foreseen in advance. Detailed planning is essential in minimizing conflict and ensuring smooth project execution. Such planning also promotes early decision-making, which keeps the project on schedule and on budget."
