Understanding Organized Crime: A Local Perspective

Detective Chief Inspector Stan Gilmour of Thames Valley Police has been involved in developing his force's response to the threat from organized crime, which includes the mapping of organized crime groups within his force area. In this paper, he examines the elements that have come together to press for a step-change in the way the police define, recognize and deal with organized crime. In doing so he explains the problems he has encountered as a police officer trying to grapple with the concept of organized crime. He will also explore some of the issues that have emerged, either as help or hindrance, in the difficult task of mapping covert networks.
