Although it was almost 40 years ago that it was decided to take the ground-breaking step of establishing registration and grading schemes for qualified operatives and apprentices operating in the plumbing industry, it has taken until now to reach the conclusion that such arrangements would be more powerful if they applied uniformly across the entire United Kingdom. The schemes which have operated for the last few decades have been different in Scotland and Northern Ireland from those in England and Wales. While the differences might have been limited to things like terminology and image, they were sufficient for some people to assume that the schemes operated by the two plumbing Joint Industry Boards were not even trying to do the same thing.
