CPP's federal implementation plan draws fire

More than 200 comments have been filed praising or condemning thernUS Environmental Protection Agency's proposed federalrnimplementation plan to reduce carbon dioxide emissions from existingrnpower generators by 32% by 2030.rnTo ensure compliance with the Clean Power Plan, a FIP would bernimposed on those states that do not submit an approved staternimplementation plan. The submission deadline is September 6. The FIPrncould also be considered a "model rule" on which states might baserntheir own implementation plans. Thursday was the deadline to filerncomments on the FIP, but not all that have been filed were availablernonline as of Friday afternoon.rnThe FIP provides "a cost-effective pathway to adopt a tradingrnsystem supported by EPA" and makes it "easy for states and powerrnplants to use emissions trading," according to an EPA fact sheet.
