Despite a lack of stakeholder support demonstrated during a Thursday PJM committee meeting, the grid operator will recommend its board approve PJM’s proposed capacity market adjustments meant to address price distortion from state-subsidized resources. PJM’s independent market monitor has proposed an alternate approach to addressing subsidized resource participation in capacity markets called Minimum Offer Price Rule Exception, or MOPR-Ex. “PJM remains unsupportive of that proposal,” Stu Bresler, PJM’s senior vice president for operations and markets, said during the webcast presentation.
