Independent power producers complain about Calif. IRP proposal

Independent power producers and others are seeking changes to a California Public Utilities Commission proposal to establish an integrated resource planning process, with a focus on requirements they say could hurt natural gas-fired generation, according to filings released Wednesday. Under the proposal released in late December, the PUC would establish two-year IRP planning cycles under which the commission would develop a statewide resource plan that aims to reduce greenhouse gas emissions in line with targets set by the California Air Resources Board. Load-serving entities would file individual resource plans that could roughly track the statewide resource mix. The PUC would then review the plans and authorize LSEs to buy additional resources if needed.
